Akhilesh Srivastava is Chief General Manager (IT & Highway Operations) in National Highways Authority of India (NHAI). He is looking after modernization of Highway sector by integration of IT in Highway Project life cycle to enhance speed & quality of construction. He is also standardizing the contract management procedures to enhance transparency & to minimize the litigations. Apart from this he is in-charge of Highway Operations of NHAI, which includes Government of India prestigious project – Electronic Toll Collection apart from development of Wayside Amenities, Road Safety, Incident Management, Web radio, Solar lighting and Plantation along the National Highways.
Akhilesh Srivastava is B.Tech (Gold Medalist) from IIT BHU, M Tech from IIT Kanpur, M Sc (IT), Executive MBA from Wharton and pursuing Global MBA from ISB Hyderabad. He has done PG in Infrastructure Development from NICMAR. He is a prolific scholar, academician and writer. His articles are regularly published in many National & International Journals and newspapers.
He has vast experience and domain knowledge on variety of fields ranging from Contract Management to Information Technology and Operational Management. He is well known in the Government Sector for timely execution of large scale mega projects and incorporation of Information Technology in the big & large scale Government projects. He believes that IT not only accelerate the progress but also enhances the much desired transparency. He has personally designed and developed many IT software tools for monitoring of large scale projects. He is well known in Ministry of Defense for his successful design & implementation of e-tendering across all formations throughout the India in record time of 3 months. He has also designed a revolutionary software for digitization of site measurements called e-MB. The quantum of Works executed at site are measured and recorded digitally in the e-MB, which is available online in public domain.
As chief General Manager (IT) in NHAI, he is modernizing the Highways Sector by integrating IT in every step of the project life cycle of Highway, starting from planning to tolling & operations. He has introduced use of LiDAR & Drones in preparation of DPRs, developed Software for online Land Acquisition and digital recording of Road Asset Management. He has recently deployed one of the most advanced Project Management and Information System (PMIS) with GIS tracking facility & Mobile App features for project monitoring of Highways in NHAI.
For monitoring of operations on Highways, he is developing 24X7 video surveillance command and control center for live monitoring of traffic at 440 Toll Plazas to avoid congestion at Toll Plazas. This will pave way for much desired Automatic Traffic Monitoring System(ATMS) in India an ambitious project. He is also implementing Government of India’s ambitious project of Electronic Toll collection (ETC). The ETC will ease out the Highway users difficulties at Toll Plazas. It will also encourage digital payment & transparency in tolling.
NHAI has recently raised new vertical of Highway Operations and considering his extra ordinary performance, he has been given this additional charge of Highway Operations in addition to his so many assignments. As CGM (Highway Operations) he is working on development of Wayside amenities, Highway web Radio, Wi-fi, Solar light, Road Safety, Helpline/Call Center, Incident Management and green plantation along the National Highways.
He is Member of High powered committee on Online Dispute Resolution(ODR) and developed Online portal for Online Dispute Resolution(ODR), which is due for demo to UNCITRAL. He sees tremendous opportunity for India in Online Dispute Resolution(ODR) and believes that ODR will not only create a lot of job opportunities for large number of software engineers and law qualified youth of India but will also make India as favorite destination for Online Dispute Resolution in future.
He is also Member of High Powered Working Group to Harmonize & Standardize National Bidding Documents. He is preparing uniform Model Contract Agreement (MCA) for entire country. He favors rating of the contractors by third party to come out of L1 syndrome for quality construction using rating scores. The third party rating & quality audit will improve transparency and again create new jobs opportunities of rating consultants in the construction sector. He has also written a book on Construction Management.
He is a positive & enthusiastic person, blended with unique combination of expertise in domains of IT, Legal, Contract Management and Operational Management. He loves sharing his knowledge and enjoys delivering lectures & discussing case studies at various national & international forums, seminars & educational institutions.
He is in the advisory panel of many institutions including IIT Indore, IIT Bhilai, NICMAR. He is a distinguished officer and has been decorated with number of awards for his outstanding services & contributions to Government of India
